香港“币圈”大案！多名网红被捕，涉款逾10亿元
据香港文汇网报道，18日，香港警方商业罪案调查科展开全港大规模拘捕及搜查行动。曾在社交媒体为虚拟资产交易平台JPEX宣传的网红林作、陈怡等6人，涉嫌串谋诈骗被拘捕。

涉款逾10亿元
报道称，香港警方18日中午在中环娱乐行一个办公室带走林作，并搜查他办公室，探员同时检走多箱证物，当中包括一批现金。
It was reported that the Hong Kong police had taken the forest and searched his office in an office of the Central Ring Entertainment Company at noon on 18th, while the agents had checked multiple boxes of evidence, including a shipment of cash.
同日，香港警方还在尖沙咀永安广场的陈大怡找换店搜查另一名为JPEX背书的网红陈怡(原名陈凯怡)。傍晚近6时，探员带走两名女子，同时检走大批证物，包括大叠现金及计算机仪器等物件。
Also on the same day, the Hong Kong police searched for Chen Dae-ying at Tsim Shatsu Yong'an Square for another Red Chen Yi (formerly known as Chen Kai-Yi), who endorsed JPEX. At approximately 6 p.m., the agents took two women and checked a large amount of evidence, including cash stacks and computer equipment.
另外，加密货币分析师暨HongCoin(讲币)创办人、人称“东记”的网红蔡晓东，探员也到其位于坚尼地城的东馆搜查，检走一批现金、计算机及手表等证物。

据报道，警方18日在各区分别拘捕4男2女，涉嫌串谋诈骗罪名，全部被带署扣查。消息指警方调查目标多达数十人。

近年来在香港爆火的虚拟资产交易平台JPEX，被传用户无法提取资金。还有用户指JPEX将提款额度最高限制为1000USDT（美元稳定币），手续费改为999 USDT。

9月13日，香港证监会点名警告JPEX，称其透过网红（KOL）及场外兑换店（OTC）虚假、误导宣传。香港证监会强调，JPEX集团旗下的实体一概没有获证监会发牌，而且并没有向证监申领在香港经营虚拟资产交易平台的牌照。

第二天，证监会反驳，指于9月13日就JPEX发出警告声明以来，JPEX从未与证监会接触；同时强调JPEX的声明及对客户提款的所谓安排或要求，全属JPEX自行作出。证监会已将案件转介警方。
The next day, the SEC countered that JPEX had never been in contact with the SEC since it issued a warning statement regarding JPEX on 13 September, and stressed that JPEX’s statements and the so-called arrangements or requests for withdrawals from clients were made by JPEX itself.
证监会发声明后，JPEX在网站回应，指之前公告称“有意”申请香港牌照，正准备文件，尚未提交申请。

而此前根据其官网介绍，JPEX自称为“一间持牌，并受认可的数字资产、虚拟货币平台，旨在提供安全可靠的国际买币平台，让大家在不同地方都可以安全便利地进行加密货币买卖。

9月17日夜间，JPEX公告称，“因受到相关机构于香港地区，对JPEX的不公平对待，及所发放的连串负面消息，导致平台所合作的第三方造市商暂时锁定资金，并要求平台提供更多数据以进行洽商，限制平台的资金流动性，以致经营困难的情况。”

李家超今早在出席行会前见记者时表示，就虚拟资产的发展，特区政府的政策是：第一，要有一个有效的监管制度以保障投资者；第二，有关资讯发放要公开透明；第三，要重视和推行投资者教育，确保公众充分掌握这类资产的风险和运作情况。这事件反映了：第一，监管的重要性；第二，必须投资在受监管持牌交易平台的重要性；以及第三，个人对虚拟资产及其风险的认识的重要性。现时的发牌制度正是要做到这一点，以保障投资者。证监会会监察市场的变化和发展，确保投资者的利益受到充分保障。我们亦会大力推动投资者教育，尤其是必须在受监管有牌照的平台上，才进行投资。
During a meeting with journalists this morning in advance of his appearance at the meeting, Li said that, with regard to the development of virtual assets, it was the policy of the HKSAR Government: first, to have an effective regulatory system to safeguard investors; secondly, to be open and transparent in the distribution of information; thirdly, to focus and promote investor education to ensure that the risks and operations of such assets are fully captured by the public. In fact, the existence of these platforms, both overseas and prior to the entry into force of the licensing system, is why we want to ensure that investors are protected from investing in virtual assets, that there is a licensing system, and that the Hong Kong Censorship Commission fully explains and assigns to everyone the content of the licensing system, as well as the details of its current operation.
