香港金管局：扩大数字人民币在香港的跨境试点
香港金融管理局发布消息称：
香港金融管理局（金管局）和中国人民银行（人民银行）合作推进数字人民币跨境支付试点取得新进展。扩大了数字人民币在香港的试点范围，方便香港居民开立和使用数字人民币钱包（数币钱包），并通过"转数快"快速为数币钱包增值。同时，"转数快"系统与人民银行数字货币研究所（数研所）运营的数字人民币央行端系统实现互通，这是世界上首个快速支付系统与央行数字货币系统连接，为G20跨境支付蓝图中所强调的互通性提供了创新实践。
扩大数字人民币在香港的跨境试点是今年初人民银行公布的“三联通、三便利”六项措施之一。随着试点范围的扩大，现在用户只需使用香港手机号码，即可在香港开立并使用个人数币钱包。数币钱包可用于跨境支付，但不能用于个人之间的转账。香港用户可以通过本地17家零售银行（附件一）使用"转数快"为数字人民币钱包充值。数字人民币不仅可在大湾区使用，还可在内地其他试点地区使用。数字人民币与内地传统电子支付正开展条码互通工作，届时香港居民也将拥有更多消费选择。
金管局总裁余伟文表示：“我们很高兴香港成为首个数字人民币的跨境试点，是内地以外首个本地居民都能开立数币钱包的地区。数字人民币在香港扩大试点范围，并充分利用‘转数快’‘24x7’及即时转账的优势，让用户无需开立内地银行户口，都可以随时随地为数币钱包增值，便利港人在内地消费。我们会继续与人民银行紧密合作，逐步扩充数字人民币的应用范围，丰富香港居民可使用的数币钱包功能，并推动更多零售商户接受数字人民币，便利两地居民的跨境零售支付。”
金管局还将与数研所共同探讨通过实名认证让香港居民升级数币钱包，并推进更多支付上的互联互通，为用户（包括个人和商户）提供更便利的支付体验。同时，还将共同探索企业的应用场景，以便利跨境贸易结算。
数字人民币的使用将为香港和内地居民提供多一种安全、便捷和全新的跨境支付选择，提升跨境支付服务效率和用户体验，有助于促进粤港澳大湾区的互联互通。

With the expansion of the pilot scope, users can now open and use personal currency wallets in Hong Kong by using their mobile phone numbers in Hong Kong. Digital currency wallets can be used for cross-border payment but not for personal transfer. Hong Kong users can use their local homes. Annex I of retail banks uses fast-paced digital renminbi to recharge their wallets. Digital renminbi can be used not only in Greater Bay Area, but also in other pilot areas in the Mainland. Bar code interoperability with traditional electronic payment in the Mainland is being carried out. At that time, Hong Kong residents will also have more consumption choices. Raymond Yue, President of the HKMA, said that we are very happy that Hong Kong has become the first cross-border pilot of digital renminbi, and it is the first area outside the Mainland where digital renminbi can be opened by local residents. We will continue to work closely with the People's Bank of China to gradually expand the application scope of digital RMB, enrich the functions of digital wallets available to Hong Kong residents, and promote more retailers to accept digital RMB to facilitate cross-border retail payment for residents of the two places. The HKMA will also discuss with the Institute of Digital Research to allow Hong Kong to use real-name authentication. Residents upgrade their digital wallets and promote the interconnection of more payments, providing users, including individuals and merchants, with a more convenient payment experience. At the same time, they will jointly explore the application scenarios of enterprises to facilitate cross-border trade settlement.
