V神：我对链下二层解决方案越来越悲观
事由：以太坊创始人V神本周在一个名叫Toronto Star的媒体上说，以太坊区块链上交易成本的增加正在损害以太坊的采用率。

V神回复：随着时间的推移，我越来越对链下2层解决方案感到悲观。VladZamfir（人名，以太坊基金会首席研究员，以太坊核心开发者）是对的。第二层解决方案很难建设，需要对激励进行很多的应用层处理，并且很难大范围应用。
V God replied: Over time, I have become more pessimistic about the two tiers of the chain. Vlad Zamfir is right. The second tier of solutions is difficult to build, requires a lot of application-level treatment of incentives, and it is difficult to apply them on a wide scale.

1、据CoinDesk报道，美国国务卿蓬佩奥在接受CNBC Squawk Box采访时表示，加密货币应该像电子金融交易一样受到监管，尽管这很难。
According to CoinDesk, United States Secretary of State , in an interview with CNBC Squarewk Box, said that encrypted money should be regulated like electronic financial transactions, albeit difficult.
